Sure. I've done it for Highlander and Doctor Who. The DW list was really long when I signed up so it was a surprise to find out I was up, which meant some scrambling. But go for it!
I did it for NCIS awhile back and really enjoyed the opportunity to squee about my favourite fics. I don't know if I'd do it again for that fandom because everything good has already been rec'd.
